Assignment #2: Analyzing the standards, mandates and applications of The Workforce Innovation and Opportunity Act (WIOA)
Refresh and review the key mandates of WIOA legislation in the attached "WIOA Overview" presentation. Review the Department of Labor (DOL) interactive list of WIOA mandated workforce partners (click on the DOL Logo). Next, read and consider strategies and issues in the attached presentation: "Identifying and Utilizing Workforce Partners". In collaboration with your own team, conduct a relevant and specific Needs Analysis of your Program’s Workforce Collaboration. A template is below. Finally, discuss and reflect on the following questions:
1. What specific issues or challenges are you, individually as a program, most concerned with as you either pursue or maintain WIOA partnerships? (i.e. feasibility, students’ best interests, communication, competing interests, etc.)
2. Are you and the members of your team willing to put yourselves out there and seek external networking possibilities? If so, what are some local partners that you or your program could seek?
3. Is this beneficial for the program, collaborator, community, and the student body?

Review the link below for the Innovation and Opportunity Network‘s (ION) Sample MOU and Infrastructure Costs Toolkit. Compare and contrast these models with one of your own established MOU's. Next, read “Notes from the Field” on Workforce Collaboration as a means of talking about praxis rather than theory when it comes to workforce collaboration . Then, read “Notes from the Field” on localized canvassing and community outreach to learn about a “boots on the ground” approach to grassroots canvassing utilized by an HSE Instructor as a tool for workforce collaboration. As a group, complete the Community Partnership and Collaboration Guide. Based on the above guide, select at least three targeted WIOA partners. Finally, contact the partners to discuss a collaborative WIOA plan using one or more of the strategies from either “Notes from the Field” Presentation that reflects upon our peers experiences who are out there doing the hard work of making adult education and career pathways possible.
